No sé si se trata del mismo concepto expresado de dos maneras distintas. Lo he encontrado en el mismo texto y me parece que puede ser así. Es un texto sobre el fallo de un relé, para España.
- El término "contact short to earth" aparece aquí:
"Reasonably possible reasons for incorrect operation of relay R2-5 were:
1. De-energisation due to an open-circuit in the coil energisation circuit within the relay.
2. De-energisation due to an open-circuit in the coil energisation circuit external to the relay, ie in the aircraft circuit.
3. Relay sticking at the de-energised setting while energised.
4. Contact pairs sticking together.
5. Unintended open-circuit or short circuit between contact pairs or ***contact short to earth***."
- Y el término earth short aquí:
"The evidence showed that Contacts C2-C3 had stuck together at some point (Section 11.3.2). The testing with Contacts C2-C3 clamped together conclusively showed that this would not have affected the TOWS in any way. As noted, there was no deficiency in any of the other seven contact pairs; the evidence showed that sticking of any of them would not affect the correct operation of Contacts B2-B1 and thus TOWS operation on the ground would be unaffected.
Faults or lose articles within the relay could cause erroneous open-circuits, short circuits or ***earth shorts*** affecting the contacts. The testing and examination showed that no such fault was present with EC-HFP’s R2-5 relay".

Es una simple y habitual falla en cualquier circuito. ¡Suerte!
