It's from the minutes of a meeting, and the participants are discussing the next course of action, next meeting date etc.
"Podemos responder por escrito con la misma calidad y afecto antes del 29 de julio, incluso antes, asi podremos tener la colaboracion de los presentes y hacer la reunion despues del 11 agosto."
I just wondered if there was a set phrase for "calidad y afecto".

Maybe there is a typo. "efecto" instead of "afecto", particularly because this seems to be a business meeting.

I think it basically means 'to the same effect' i.e. it will have the same effect/be just as valid if we reply on/before this date. Thanks to all of you, all the answers got me thinking."

I agree it is not a set phrase. The two words together can be taken to mean, with the same degree of seriousness, same dedication, etc.
