Hi there,
Please let me know what you guys understand by "short filled quart 24oz.". Thanks soo much!
If the temperature of the material reaches 90-95 degrees F., use 1 oz. Toluene to the base (short filled quart 24oz.) mix well, then catalyze with the half-pint of catalyst.

In the US, a quart = two pints = 32 fluid ounces, so 24 fluid ounces is a "short-filled" quart, leaving 8 fl. oz. (half a pint) for adding the catalyst.
In the UK, a quart is 40 fl. oz. but the fluid ounce is a slightly smaller size (leading to a ratio of 5:6 instead of the expected 5:4).

could it just mean "a smaller version of a quart"?
A quart is 32 oz. 24 could be called "short filled quart" meaning "not quite a quart"

Well, you start off with a quart [= 32 oz] measuring jug
You add 24 oz of the product MINUS the 1 oz of additive you are going to add --- i.e. 23 oz
You add the 1 oz toluene
Then you top up with 1/2 pt [= 8 oz] of catalyst
HEY PRESTO!
Your quart is now full to the brim!
The 'quart' is 'short-filled' by the amount [1 oz] of toluene to be added
