Yuliya Sedykh May 6:

Certification of Records for outside the country

I think it is better as Certification of Records since it is a document that contains the entries as the link reads.

Certification of entry/record for use abroad

Yolette is on the right lines, but I think this is more idiomatic. It's a document certifying that the birth has been registered.
Note from asker:
I like this answer the best. I would stick with: Certification of record for use abroad

certified copy of an entry for use overseas

I agree with the part of the first discussion entry referring to a certified extract, rather than the Americanism of 'Vital' and Family Records Register.

Certification is either the act of certifying or the doc. itself, so would be a puzzling rendering.

PS British certificates refer to 'copy of an entry' and use 'overseas' is a routine alternative to foreign use or use abroad.
Example sentence:

All Certified Copy of an Entry of Births supplied are full long form certified for England and Wales, Scotland, Northern Ireland and the Rep. of Ireland (EIRE) ...

You use overseas to describe things that involve or are in foreign countries, usually across a sea or an ocean.

Peer comment(s):

agree Yuliya Sedykh : Agree with "certified copy" and "overseas". "Vital and Family Records Register" is a translation of "Registro de Estados Vitales y Familiares" mentioned on the web page above. The data is extracted from this Register.

neutral philgoddard : Yet another rewriting of other people's answers. If the certificate is issued in El Salvador, it can be used in Honduras, which can hardly be described as 'overseas'.

neutral AllegroTrans : "overseas" has the wrong connotation for a country within a massive continent ; think about it
